Managing Director and Chief

Les Fisher is proud to serve as the Chair, Managing Director, and Chief of ALTA Paramedic Health, where he provides strategic leadership and oversees the delivery of high-quality, responsive emergency health services across the province. Les brings extensive experience in emergency health care leadership, operational excellence, and provincial system coordination. He served 23 years as a front line paramedic and has held a wide range of leadership roles in British Columbia, STARS, and AHS EMS.

Throughout his career, he has been recognized for driving modernization, improving clinical and operational performance, and fostering a culture of accountability and innovation within emergency health services. Under Les’ leadership, the EHS PHC continues to strengthen governance, enhance system integration, and advance a proactive, evidence-informed approach to emergency care. He is committed to supporting frontline paramedics, dispatch teams, and clinical staff through improved processes, clear communication, and continuous service refinement.

Les maintains strong partnerships with government, community stakeholders, and health system leaders, ensuring alignment with provincial priorities and a shared commitment to high-quality care for Albertans. His leadership philosophy centres on relationships, transparency, and building resilient systems that can adapt to the evolving needs of communities across Alberta.

Driven by a mission to support paramedics to provide exceptional emergency care, Les continues to champion improvements that elevate patient outcomes, enhance staff experience, and reinforce public trust in the province’s emergency health system.

Anne MacDonald

Anne MacDonald

Chief, Operations

Anne MacDonald is the Chief, Operations for ALTA Paramedic Health, with a deep commitment to people, patients, and the communities they serve. She brings a values-driven approach to her work, grounded in compassion, accountability, and a strong connection to front line care. Anne cares deeply about creating environments where teams feel supported, heard, and equipped to provide the best possible care in high-pressure situations.

In her role, Anne is responsible for ground and air ambulance operations, provincial dispatch and emergency communications, Mobile Integrated Health, and the new Health Hub. She leads system-wide efforts to improve access, response, and patient flow, with a focus on better integration across services so patients receive the right care, at the right time, in the right place. Her work includes advancing innovative models of care and strengthening capacity.

Anne is passionate about building resilient teams and sustainable systems. She prioritizes staff well-being alongside operational performance, recognizing that exceptional patient care begins with supporting the people who provide it. Through collaboration, and transparency, she continues to support meaningful improvements that benefit patients, providers, and the broader health system.

Tony Pasich

Tony Pasich

Chief, People & Practice Excellence

As Chief of People & Practice Excellence at ALTA Paramedic Health, Tony leads evidence based, people centered strategies that elevate practice excellence and empower teams to deliver exceptional care. His leadership experience across the province provides a broad systems lens—strengthening performance, supporting team wellbeing, and advancing sustainable service delivery.

Tony is dedicated to fostering inclusive, high performing environments where paramedics, communications officers, and support staff feel valued, supported, and equipped to thrive. A champion of innovation and continuous improvement, he believes that staff wellbeing is the foundation of both patient care and system performance.

His vision is a resilient, compassionate system one where people and practice excellence guide every decision.

Tyler Pelke

Tyler Pelke

Chief, Transformation, Assets & Partnerships

Tyler Pelke is an emergency services leader with experience spanning emergency medical services, fire service operations, and emergency management. He began his career in EMS as a volunteer EMT and achieved his Primary Care Paramedic (PCP) certification, gaining hands-on experience in pre-hospital care and emergency response that informs his leadership approach today.

Tyler has served in progressively senior leadership roles within large and medium-sized municipal emergency service organizations, where he led operational command, service delivery, and strategic organizational development in complex public safety environments. His experience includes leading transformational change initiatives, managing critical assets, and advancing partnerships and negotiations that strengthen integrated emergency service systems.

Recently, Tyler joined the Canadian Armed Forces Reserves as a Gunner with the 78th Field Battery in the Artillery and has contributed to disaster response operations as a member of the Incident Management Team for Canada Task Force 2.

He holds a Bachelor of Public Safety Administration and a Certificate in Diversity & Inclusion from Cornell University, and is recognized for his calm leadership style, strategic perspective, and collaborative approach to strengthening emergency service systems.

Dr. Kevin Hanrahan

Dr. Kevin Hanrahan

Interim Chief Medical Officer

Dr. Kevin Hanrahan completed his Phys-Ed, MD, and Family Medicine residency in Calgary. After 15 years in general practice, he left to join the Calgary Fire Department, where he served as a front-line firefighter for six years. Recognizing that his medical passion lay in Emergency Medicine, he subsequently trained in EM through the CCFP program in Calgary. He worked as an ED physician at Foothills Medical Centre and Peter Lougheed Centre before retiring in 2024.

Dr. Hanrahan remains active in pre-hospital medical direction and has worked with Calgary Fire, Alberta Health Services–EMS, Canadian Task Force 2, and mass gathering events. He also has a strong interest in Wilderness Medicine and holds a Diploma in Mountain Medicine. He is involved with several ski operations across Canada and travels with the Canadian Alpine Ski Team.

Kevin and his wife Diana have been married for 35 years and have two grown children and one grandchild. Together they enjoy backcountry skiing and hiking, as well as golfing, cycling, and adventure motorcycling.
